Background: This study explores the causes and consequences of the clash between the Nigerian Film and Video Censors Board (NFVCB) and the Kano State Censorship Board (KSCB) on the role they play in regulating the Hausa language film industry in Northern Nigeria, known as Kannywood. While the KSCB is strictly concerned with filmmakers operating within the confines of Kano State (in terms of production and distribution), the NFVCB is a national body that covers the whole country.
Objective: The objective of this study was to interrogate the legal frameworks for regulating Kannywood films by the Nigerian Film and Video Censors Board (NFVCB) and the Kano State Censorship Board (KSCB).
Method: The study employed the qualitative research method to generate data from secondary sources – books, journal articles, websites and newspaper reports to build up arguments in the study.
Results: The study found that while there are areas where the functions of the two regulatory bodies converge constitutionally, yet others have posed disagreements that created conflict of interests and actions, leading to litigations and the overall lack of development of the film industry not only in Kano State but also in Northern Nigeria.
Conclusion: The study concludes that unless the problem existing between the two regulatory bodies is resolved through constitutional amendment, the two government institutions would remain locked in a silent dispute, thereby stultifying the smooth progression of their operations and the growth of the industry.
Unique Contribution: This study has offered new insight into the regulatory framework that undergird the activities of the Nigerian Film and Video Censors Board (NFVCB) and the Kano State Censorship Board (KSCB) and it effects on film making in Northern Nigeria. It is hoped that policy makers will find the insight of this study useful in overhauling the legal framework that guide film making in Nigeria.
Key Recommendation: The study recommends that the National Assembly should strengthen the federal laws governing film censorship, making the state laws subservient to them, while incorporating local cultural concerns into the national laws
